Transcript: Jimmy Carter misrepresents PA compliance with Roadmap

#1 Carter claims:

"In order to have peace, Israel has got to withdraw from the occupied
territories, not just from token withdrawals from a few settlements leaving
about 150 other settlements on Palestinian land.

...The demand is for them to give back all the land.

The United Nations resolutions that apply, the agreements that have been
made at Camp David under me and later at Oslo for which the Israeli leaders
received the Nobel Peace Prizes, was based on Israel's withdrawal from
occupied territories.
And the present only game in town -- that is, the international quartet's
road map -- calls for the withdrawal of Israel from occupied territories.

That road map, by the way, all of the terms of it have been adopted by the
Palestinians. All the major terms of the road map have been rejected
officially by the Israeli government."

[Dr. Aaron Lerner - IMRA: Carter appears to be aware that UNSC 242 talk of
withdrawal of Israel from territories rather than from "the terrories" - the
significance being that the absence of "the" means that full withdrawal is
not required. Hence the absence of "the" in some of his remarks and preence
in others. He doesn't, of course, care to share the significance of the
missing "the" with his audience].

#2 Roadmap requires from PA: (all of the terms of it have been adopted by
the Palestinians?!?)

A Performance-Based Roadmap to a Permanent Two-State Solution to the
Israeli-Palestinian Conflict
At the outset of Phase I:

- Palestinian leadership issues unequivocal statement reiterating Israel's
right to exist in peace and security and calling for an immediate and
unconditional ceasefire to end armed activity and all acts of violence
against Israelis anywhere. All official Palestinian institutions end
incitement against Israel.

- Rebuilt and refocused Palestinian Authority security apparatus begins
sustained, targeted, and effective operations aimed at confronting all those
engaged in terror and dismantlement of terrorist capabilities and
infrastructure. This includes commencing confiscation of illegal weapons and
consolidation of security authority, free of association with terror and
corruption.
