Palestine Liberation Organization Executive Committee on Friday during a
special session in Ramallah that Hamas was to blame for unity government
The committee said , in a statement, following the session chaired by the
President Mahmoud Abbas " the conditions Hamas stick with during the

and stop the economic de-development and the drain out of professionals.
Members of PLO's executive committee said that the president Abbas informed
them during the meeting that there would be no dialogue with Hamas and talks
reached to dead end but they also said that no decisions have been made yet
over the proper options that would be discussed next meeting.
They also elaborated that President Abbas headed to the Gaza Strip to update
Palestinian faction leaders on the session and to form a unified position to
expand the cease fire to include the West Bank on condition of reciprocal
and simultaneous cease fire, to set foreword later to the Israelis and
international partied concerned.
Yasser Abed Rabo , member of PLO's executive committee said that several
options were presented during the meeting "among were early parliamentarian
and presidential elections or carrying out a referendum or throwing down

and present its recommendations to the next PLO's executive committee
meeting slated next Monday.
On the other hand, an official spoke on condition of anonymity told AFP " a

On his part, Dr. Saeb Erekat , chief of PLO negotiation bureau said
following the meeting " President Abbas told the members that he will
address the Palestinian people very soon briefing the details of happenings
in the talks with Hamas and the obstacle put by Hamas and fail the

The PLO Executive Committee held Hamas responsible for the failure of talks
to form a national unity government.
In a statement following its meeting in Ramallah chaired by President
Mahmoud Abbas, the Executive Committee considered Hamas' stance during
consultation as a preventing constraint to the formation of a national unity
"These conditions would make any upcoming government of one color, where one
part (Hamas) will take all leading position; as well as it won't be able to
break the political and financial siege due to non compliance by the
Palestinian legitimacy, Arab Peace Initiative and the international
legitimacy as reference", PLO Executive Committee statement read.
The Executive Committee stressed on the necessity of resuming the
constitutional consultations at the proper time to form a technocrat
government that would work for a year and would be supported by the
institutions of the PNA to "save the homeland", asserting that such a step
is the only way out of the current crisis.
The Committee's members viewed that the national dialogue would continue
when the constraints blocking it fade way.
On the other hand, the Executive Committee affirmed the importance of
keeping the ceasefire, urging the security forces to prevent any act that
might break it so as not to give Israel pretexts, affirming that the
ceasefire must be mutual, comprehensive and must include the West Bank.
The Committee also expressed readiness to start negotiations with the
Israeli side and the Quartet as well the Arab countries on basis of the Arab
Initiative, the Roam Map and the vision of the US President George W. Bush.
The Committee stressed the importance of starting serious consultations to
reactivate the PLO after the formation of a new government that would meet a
